I did this with the dolphin emulator a year or so ago but I cannot get it to work with residualVM. Is there a way to set up a BAT so when you click on Grim Fandango in your steam library the game starts immediately?

You can pass a game-id to ResidualVM as an argument, and it will directly start up that game. You can grab it by starting the launcher as normal, and clicking 'edit game' for the entry you want to launch.
Your .BAT file should then simply call

residualvm.exe game-id

I must be doing something wrong, when I select the BAT it opens ResidualVM as usual. Plus steam won't accept BAT's into the steam library only exe. I must admit I'm not to versed in BAT's.

Okay, then why not set residualvm.exe as the 'game executable' and the game id as argument?

OK again I'm sorry but I'm not sure what the argument thing means. I'm trying to learn as much as possible, I feel dumb.

Okay, I installed ResidualVM and Grim Fandango on my Windows box to show you.

First, figure out the game ID.
In the screenshot below, it is "grim-win". It is probably the same for you.

Next, add residualvm.exe to Steam using the "add a non-steam game to my library" option.
Right click your new entry, and change the properties to add "grim-win" to the Target box, like so:

(Note that I installed ResidualVM into D:\ResidualVM. The box should already contain the right path, just add "grim-win").

Change the icon for something nicer if you want to (the original game .exe also contains its icon, so you can steal that).

For some reason I had to reinstall residualvm but not it 100% works! Thanks so much for the help, honestly your the best.

Ok so apparently the Mouse gameplay for Grim Fandango won't make this work for some reason, I guess you can't have your cake and eat it too.

Unless the mouse patch radically altered things, you should be able to just overwrite your residualvm.exe with the one from the mouse patch. (make a backup copy so you don't have to reinstall!)
Also note: saves are incompatible between the official version and the mouse patch.

The steam shortcut works perfectly until I replace the exe. Then It goes back to opening residual.

Perhaps the game id is different in the mouse-patch version?
I haven't looked into the code that much and we do not support it until it's merged into trunk.
